If a dog breeder is not registered, can the puppies they sell be registered?

If a breeder is not a registered one, then strict rules and regulations relating to breeding methods may not have been followed....and the line of pedigree of the puppies may be in doubt......and their proper registration may not be allowed......[like a child whose father's identity is not known or in doubt may find it hard to obtain proper official birth certificate.....]
