A small group of blisters on upper ankle, what is it?

My younger brother (11 yrs) as a small group of tiny blisters that are not inflamed at all on his upper right ankle on the outside. At first I thought it was ringworm but when I looked at it again it wasn't in a circular pattern in any manor. I have ruled that out now. Any ideas?
