I am 39 weeks pregnant, with my first and the baby has not dropped and is over 8 lbs, can I request a c-sect.?

I am 39 weeks now, and am at the doctors constantly becuase of BP problems, and now have to meet with a cardiologist due to my pulse being over 120---can I say enough is enough lets schedule a c-section. She is over 8 lbs and recieved a 100 on her bio-physical profile.
