Final Fantasy XII (12) Question?

So if someone comes into your party, you buy things for them and equip it and unlock their license things, and they leave the party, will they still have the items equipped and the license unlocked when they come back? and who are some characters that leave the party and never come back, and when do they do so so that I know when to un equip them? any help is appreciated.
