How do I get voice volume to equal music volume while watching a movie?

Whenever I'm watching a movie - whether it's through my DVD player or through TiVo - the voices are always too soft and the music/action always too loud. How can I get these to be at the same volume? I don't have surround sound or anything - just using the TV speakers.
